Job Description

The Program Specialist provides key research, analytical and reporting function for the Data Analytic team of Medicaid/CHIP program to support case management, identification of anomalies relating to clients, providers, service utilization, payment methodologies, and compliance with Medicaid/CHIP contract requirements. The position is supervised by the Director of Data Analytics Unit within CADS. The Program Specialist performs highly advanced Medicaid/CHIP program research activities under minimal direction with extensive latitude for the use of initiative and independent judgment. The Program Specialist develops and implements research and analytical procedures using advanced statistical techniques to assess the validity of methods and/or procedures for appropriate application. The Program Specialist coordinates project design, planning, statistical analysis, and/or reporting; writes advanced scripts and code for computer based statistics applications; plans and/or conducts highly advanced research and program evaluation on the agency's Medicaid/CHIP programs. The Program Specialist provides consultation and assistance to Medicaid/CHIP staff in developing strategies for more effective reporting of Medicaid related data. The Program Specialist also prepares a variety of reports or other deliverables containing analyses of Medicaid services data, methods, procedures, and relevant sources to the administration and understanding of Medicaid/CHIP program and issues. The Program Specialist develops, implements, and maintains utilization and compliance data dashboards in consultation with Medicaid/CHIP program staff in order to monitor Medicaid/CHIP contract compliance and detect anomalies. The Program Specialist performs other duties necessary to achieve the mission of HHSC. Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

EJF 1. Prepares a variety of written, oral and graphical deliverables containing analyses of Medicaid/CHIP data, methods, procedures, and relevant sources to the Medicaid/CHIP administration and policy analysts to provide data analytics, data trends, and improve Medicaid & CHIP Services Department's contract management. Develops and maintains interactive data dashboards in collaboration with, and for use by, Medicaid/CHIP program staff. Time Spent: 35%

EJF 2. Designs and implements analytical studies; assesses validity of statistical methods for appropriate application; plans and/or conducts highly advanced data analytics on Medicaid/CHIP programs and contracts such as Medicaid/CHIP Managed Care and Medicaid fee-for-service; and applies advanced statistical and/or spatial data analyses techniques to Medicaid/CHIP data. The Data Analyst VI also provides consultation and assistance to Medicaid/CHIP staff to develop strategies for more effective contract monitoring and identification of anomalies relating to service utilization, providers, payment methodologies, and compliance with Medicaid/CHIP contract requirements, reporting of data and analyses. Writes advanced scripts and code for computer based statistics applications. Time Spent: 30%

Knowledge Skills Abilities:

Skill in using Tableau visualization software or similar applications

Knowledge of dashboard design best practices

Knowledge of scientific research methods, statistical techniques, mathematics, geographical concepts and their application to data analytics.

Knowledge of patient level health and demographic data (e.g., Census, Vital, Medicaid, and CHIP data).

Knowledge of medical records systems or clinical coding practices.

Knowledge of Internet and World Wide Web.

Knowledge of computer programming principles, spreadsheet macros, and database design.

Knowledge of geocoding and Geographical Information Systems (GIS) methods.

Skill in using SAS, SPSS, or other statistical software.

Skill in using ACCESS, SQL, Business Objects or other database management software.

Skill in using EXCEL or other spreadsheet software.

Skill in graphical, tabular and geographical presentation of data.

Skill in verbal and written communications.

Ability to manage, manipulate, and analyze complex databases.

Ability to plan, organize, and conduct data analytic projects.

Ability to work in a team and to communicate effectively.

Ability to develop and interpret statistical data charts, maps, and tables.

Ability to interpret and publish data analytic findings.

Ability to exercise independent judgment and show initiative.

Ability to maintain detailed and organized documentation of data analytic projects.

Registration or Licensure Requirements:

Initial Selection Criteria:

Four years college in social and behavioral sciences, natural sciences, or related degrees. Three years or more work and experience with collection, analysis, and dissemination of health and human services data and/or large datasets preferred. Previous experience in developing Tableau dashboards preferred. Additional Information:
